**Job Title: Purchasing Manager**
We are seeking a dynamic and experienced Purchasing Manager to join our team. In this role, you will facilitate the management of relationships with major suppliers, ensuring the acquisition of quality-assured commodities while working closely with our Production Planning and Operations Managers on production quantities and scheduling. The ideal candidate will implement strategic sourcing initiatives to control purchased material costs and assure an adequate source of supply, all while driving continuous improvement and innovation.
**Responsibilities:**
- **Supplier Relationship Management:** Facilitate and manage relationships with major suppliers to ensure timely performance of the procurement process and acquisition of quality-assured commodities.
- **Strategic Sourcing:** Implement appropriate sourcing strategies to control material costs, assure adequate supply, and reduce total cost of ownership.
- **Contract Management:** Work under the direction of the Supply Chain Director to prepare and execute contract mechanisms, including purchase orders and major framework agreements with vendors.
- **Cross-Functional Collaboration:** Collaborate with Production Planning, Operations, and Quality Assurance Managers on production quantities, scheduling, and product specifications to ensure all procured commodities meet appropriate quality standards.
- **Policy and Procedure Adherence:** Follow procurement policies and standard operating procedures, and assist in developing new ones as needed. Ensure procurement is carried out in accordance with program contractual requirements, including US Federal Acquisition Regulations (FAR and DFAR).
- **Performance Monitoring:** Monitor manufacturer performance and propose solutions if problems arise. Maintain and update procurement data in the MRP system.
- **Emergency Order Fulfillment:** Work with the freight forwarding team to expedite emergency orders as required.
- **Commodity Registrations:** Support commodity registrations as required, working with manufacturers, in-country teams, and programs.
- **Supply Management:** Manage and facilitate all facets of supply management activities within commodity groups and their suppliers.
- **Continuous Improvement:** Drive continuous improvement in all aspects of the procurement process, including innovations, obsolescence management, and cost reduction.
- **Team Development:** Support efforts for staff retention and performance development.
**Qualifications:**
- **Education:** Bachelor's degree preferred, or equivalent experience. Associate's degree required.
- **Experience:** 5-10 years of functional experience in purchasing, management, and industry.
- **Skills and Abilities:**
- Proven background in management of Purchasing Staff.
- Strong knowledge of commodity purchasing practices and quality assurance systems.
- Excellent communication skills, both verbal and written.
- Strong program/project management experience.
- FAR/DFAR - strong working knowledge.
- Aerospace, Military, or similar industry experience preferred.
- Demonstrated electronic/mechanical knowledge.
- Knowledge of fixed pricing agreements and vendor-managed inventory.
**Work Environment and Physical Requirements:**
- Work is usually conducted in an office, warehouse, and aircraft hangar atmosphere, with exposure to typical aircraft maintenance conditions.
- Some exposure to outdoor elements when traveling and/or commuting between buildings.
- May require extensive travel and occasional overtime.
